At the time of this study, both Community <br />Program Coordinator positions were vacant. <br />In addition, 2 Humane Officers assigned to <br />the Keaau facility were designated as "light" <br />duty. <br />The Executive Director is accountable for a <br />wide variety of administrative duties. A <br />review of this employee's job description <br />indicates that the position's primary purpose <br />is to "effectively and efficiently direct, <br />manage, administer and support the <br />operations, programs and budgets of the <br />Hawaii Island Humane Society." <br />Kailua-Kona Facility <br />The agency has an organizational chart, and individual positions are characterized. In <br />addition, work areas are specifically identified. The majority of HIHS employees are cross - <br />trained to function in other work areas, such as field, shelter and office operations (some <br />workers posses a knowledge of multiple work areas, however they may not be able to <br />completely fulfill those responsibilities). While the Study Team recognizes that there are <br />many organizational structures in Animal Control, administrators often select a structure <br />that best fits the department. The current structure is based upon nature of services. This <br />seems to be the optimum organizational structure. It is apparent, however, that some <br />responsibilities need to be shifted to relieve "backlogs" and improve agency performance. <br />The recommended changes are explained in this report. <br />The current organizational structure defines management positions, and line personnel are <br />also identified. Each work area does offer some level of supervision: <br />Area - Positions <br />Supervisor <br />Accountant, Administrative Assistant, <br />HIHS <br />Community Program Coordinators, Staff Vet <br />Executive Director <br />Kona & Waimea Field & Shelter Staff <br />Shelter Manager <br />Keaau Field & Shelter Staff <br />Director of Operations/Manager <br />Source: HIHS <br />The Director of Operations is responsible for "developing and implementing programs to <br />address community animal -related problems, and supervises and coordinates staff to <br />ensure professional, effective and efficient operations within fiscal responsibility." It should <br />be noted that the Director of Operations also serves as the Keaau Shelter Manager, as <br />reflected on the agency's organizational chart.
