Current HIHS employees may be given <br />preferential consideration for vacancies in <br />other work areas or promotions, depending <br />on skills and qualifications. <br />Interview Process <br />The HIHS utilizes an interview/selection <br />committee. The Executive Director and 2 <br />other HIHS employees conduct alt <br />interviews (the 2 HIHS panelists are chosen <br />based upon the candidate's specific <br />employment location). It is unknown if these <br />employees have been provided any training Waimea f=acility <br />in effective interviewing techniques which <br />complies with the EEOC. Efforts are generally made to place the potential <br />ease during the interviewing process. <br />candidate at <br />The Study Team was presented with 2 written pre-employment questionnaires (for the <br />Humane Officer and Community Programs Coordinator positions) which are used to <br />determine skills. Hiring standards and procedures are non-discriminatory and free from <br />irrelevant bias. <br />Supervision <br />The HIHS has an Executive Director that is responsible for the program. This employee's <br />essential job functions are described as follows: <br />L) Oversee the operation of all HIHS shelters and administer the county contract for <br />animal control. <br />L) Develop and implement programs and services in accordance with established <br />policies, laws, regulations and guidelines. <br />L) Develop and manage budget for County and HIHS funds. Evaluate budget process <br />and make appropriate recommendations to the Board. <br />J Works with Board on all aspects of fund development, including grant -writing, <br />fundraising events, direct mail solicitation, and soliciting corporate and individual <br />sponsors. <br />L) Hire, train and effectively utilize staff to provide services and programs. <br />U Assist the Board of Directors in developing sound policies and programs to <br />accomplish the goals set forth in the HIHS mission statement. Implement policies <br />established by the Board. <br />D Report regularly to the Board of Directors and consult with the Board and <br />appropriate committees for such advice and counsel as may be needed. <br />U Assist the Board of Directors in establishing and utilizing appropriate committees. <br />Administration 2-6 <br />
