NHTSA recommends that these Seat Belt Demonstration Grants for Local Communities <br /> be constructed similar to the successful demonstration program in Elmira, New York. In <br /> 1999, "Buckle Up Now!" a Selective Traffic Enforcement Program (STEP) in Elmira <br /> used highly publicized, enhanced enforcement to create the perception of a nearly certain <br /> risk of being stopped for not using a safety belt. This STEP achieved 90 percent belt use <br /> by incorporating the following elements: <br /> * community coalition spearheaded by law enforcement leaders <br /> * intensive enforcement of the states seat belt law <br /> * publicity emphasizing enforcement <br /> * careful sequencing of program elements <br /> * feedback on enforcement results and progress toward belt use goal <br /> B. PUIt1POSE <br /> The strategy would be to award 20 or more local community grants to implement STEP <br /> programs similar to the program in Elmira, New York. As a component of its proposal, <br /> the municipal, county, or local entity applying for funds would obtain additional support <br /> and resources from private sector and other state or local safety funding sources. Since <br /> nearly all states are currently conducting high visibility seat belt enforcement programs, <br /> this strategy would supplement existing efforts by targeting resources to key communities <br /> within a state. <br /> <br /> III. SCONE OF'~VORIC <br /> For a period as hereinafter set forth, the Grantee shall furnish the necessary personnel, <br /> equipment and facilities, and otherwise perform all things necessary for or incident to the <br /> performance of work (the accomplishment of objectives) as set forth below: <br /> A. Speeifsally, N'I'I~SA will: <br /> In support of the activities undertaken under this grant effort, NHTSA will: <br /> 1. Provide a Contracting Officers Technical Representative (COTR) to <br /> coordinate activities between the Grantee and NHTSA during the grant <br /> performance. <br /> 2. Specific Traffic Safety Programs staff (Office of Traffic Injury Control <br /> Programs and Office of Communications and Outreach) will conduct site <br /> visits and provide technical assistance through the COTR. <br /> 3. The COTR will serve as a liaison between NHTSA Headquarters, NHTSA <br /> Regional Offices and the Grantee. <br /> 3 <br /> <br />
