<br /> <br /> <br /> <br /> <br /> <br /> (1) Any sign which by reason of its size, location, movement, content, coloring <br /> <br /> or manner of illumination, constitutes a traffic hazard or a detriment to <br /> <br /> traffic safety by obstructing the vision of drivers, or by obstructing, or <br /> detracting from the visibility of any official traffic control device, or by <br /> <br /> diverting or tending to divert the attention of drivers of moving vehicles <br /> <br /> from the traffic movement on the public streets and roads; <br /> <br /> (2) Any sign which is not expressly permitted or exempt from regulation by <br /> this chapter; <br /> <br /> (3) Any sign which is obscene, as defined in Hawaii Penal Code 712-1210 and <br /> <br /> 712-1211; [or ] note: added on advice of Corporation Counsel <br /> (4) Any sign which advertises or publicizes a commercial activity not <br /> <br /> conducted on the premises or lot upon which the sign is located.
