Therefore, the bill has been transmitted to Council with a negative recommendation. To assist the council member to understand the importance of establishing the parking area at the Aupuni Center, we transmit the following comments: 1. Chapter 24, article 10 allows us to enforce any violations in the areas established in these schedules. Bill 262 amends the schedules to include the new parking areas at Aupuni Center. 2. Chapter 24, article 8, Division 5 regulates the parking for the County Building. A forthcoming bill revises Division 5 to authorize Public Works to regulate and administer parking areas to include Aupuni Center. 3. The 8-hour meter zone may be utilized by county employees, non-county employees (outside businesses), and the public who choose to park their vehicles for the 8 hours and feed the meter daily. With no enforcement authority currently in place, non-county employees are currently parking without a fee. The 2-hour time limit zone for the public is also abused, regardless if we issue warnings.
