Schedule d0 (H hour <br />meter parking zones), relating to Vehicles and 17affic of the Hawaii County Code 1983 (1995 f:dition), by <br />establishing a new R-hour parking meter zone at the nupuni Center fronting Kilauea nvenuc and new two-hour <br />parking areas along the northwest (Pauahi Street) and soud~west (Kilauea nvenuc) sides of the nupuni Ccntcr <br />Building. Communication No. 756 is from Dennis Lee, Director, Department of Public Works, dated September 33. <br />2002. transmitting the above hill fbr the Council's review and consideration. <br />This Bill No. 362 was introduced by the Department of Public Works in place of Bill No. 337 regarding the s,une <br />matter (see PW&IRC Report No. 56). Your Committee first considered this measure on October 8, 2002 (sec <br />PW&IRC' Report No. i7). During this meeting, a motion to approve this bill died for the luck of a second. <br />Consequently. your committee transmitted Bill No. 262 to the Council with a negative recommendation. Nits <br />October 23, 2002 meeting. the Council referred Bill No. 362 back to this cormittee tix further consideration. <br />During today's committee meeting, Diane Shiro. Business Manager fbr the Department of Public Works. answered <br />questions about the history and intent of the bill. according Io Ms. Shim's testimony, a parking committee tbrmrd <br />to review parking matters, produced this bill in an effort to accomplish hvo things: (I) to make county meter fees <br />comparable to fees being charged al the nearby state parking lot; and (?) to limit and regulate long-term use of <br />parking stalls a[ the new Aupuni (enter. Ms. Shiro also intixmrd [his coinmittre that the bill was not aimed at <br />generating further county revenues. <br />Committee members questioned whether or not a cost analysis of the proposal had Bern conducted and if an <br />increase or new meter Ices would actually be warranted. The idea of possibly using cun~ent meter patrol staff to <br />enforce time-limit zones instead of meter usage was also raised. <br />A motion to approve Bill No. 262 resulted in a tic vote I ~-ayes and 3-noes, with 3 absent & cscused).
