COUNTY OF HAWAII STATE OF HAWAII <br /> RESOLUTION NO. ~ ~ 9 ~ <br /> A RESOLUTION RELATING TO A COMPREHENSIVE PLAN FOR THE KALAOA <br /> AREA OF NORTH KONA <br /> WHEREAS, the Kalaoa area of North Kona is one of the fastest growing residential <br /> communities on the island of Hawaii and is today the center of the single lazgest residential <br /> community in all of West Hawaii; and <br /> WHEREAS, although the neighborhoods making up the Kalaoa community are situated <br /> between regional arterial highways, they are served by a single connector road and lack inter- <br /> connecting streets, public water in certain neighborhoods, fire protection and park facilities; and <br /> WHEREAS, the goals of the General Plan are to encourage the provision of public <br /> facilities that effectively service community needs and seeks ways of improving public service <br /> <br /> through better and more functional facilities which are in keeping with the environmental and <br /> aesthetic concerns of the community; ensure that adequate, efficient and dependable public <br /> utility services will be available to users; provide a wide variety of recreational opportunities for <br /> the residents and visitors of the County; and provide a system of thoroughfares and streets for the <br /> safe, efficient and comfortable movement of people and goods between and within the various <br /> sections of the County; and <br /> WHEREAS, the Council of the County of Hawaii finds that it is in the best interest of the <br /> general public to plan for interconnection of the residential communities of Kalaoa, which <br /> includes the subdivisions of Kona Acres, Kona Palisades Estates, Kona Coastview, Kona <br /> Wonderview, Kona Highlands and undeveloped lands between them; and <br /> WHEREAS, a planning program for the Kalaoa azea should include studies to identify the <br /> necessary infrastructure improvements for traffic, traffic safety, water, fire protection, parks, and <br /> civil defense which would provide, facilitate, or increase infrastructure improvements and public <br /> services for its many residents; and <br /> WHEREAS, the Council recognizes that it is necessary for representatives of various <br /> neighborhoods and the owners of the undeveloped land between them to be fully involved in this <br /> planning program and that their input be carefully considered. <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the County of Hawaii that it <br /> request that the Mayor, through the Planning Director, to initiate a comprehensive plan to <br /> interlink and enhance the community of Kalaoa through publicly and privately funded <br /> improvements, and establish an advisory committee of representatives from the various <br /> neighborhoods to guide and assist in planning the following: <br /> <br />
