A comprehensive traffic plan, including all proposed cross connections, which <br /> shall safely and internally connect the subdivisions of Kona Acres and Kona <br /> Palisades with Kona Coastview, Kona Wonderview and Kona Highlands through <br /> the undeveloped properties lying between them. This may include encouraging <br /> those property owners to develop those properties in a timely manner. <br /> 2. Improvements to Mamalahoa Highway with the appropriate turning lanes. <br /> 3. The selection of appropriate locations for a volunteer fire station and one or more <br /> neighborhood or community parks. <br /> 4.
