Department of Environmental Management: (January 27, 2003 memorandum) <br />"Relating to the subject application, this division has the following <br />clarifications/comments: <br />• Commercial operations may not use transfer stations for disposal. <br />• Aggregates and any other construction/demolition waste should be reused to its <br />fullest extent. <br />• Ample room should be provided for recycling. <br />• Greenwaste may be disposed of only at the drop sites located at the Kailua and <br />Hilo Transfer Stations." <br />36. Police Department: (January 9, 2003 memorandum): <br />"Upon staff s review of this request, we are concerned with the planned ingress and <br />egress to the property and recommend that the developer pursue the use of the mauka <br />entrance along Konawaena High School Road. Also, due to traffic safety concerns, the <br />idea of improving the existing driveway along Mamalahoa is discouraged. All ingress <br />and egress to the property should be made via the Konawaena road." <br />37. Department of Water Supply: (February 19, 2003 memorandum) <br />"We have reviewed the subject application for the proposed Change of Zone and have the <br />following comments. <br />Please be informed that the Department's existing water system facilities cannot support <br />the proposed Change of Zone and development at this time. Extensive improvements and <br />additions, including source, storage, transmission, and distribution facilities, must be <br />constructed. Currently, sufficient funding is not available and no time schedule is set. <br />As an added note, through a copy of this letter, the applicant is being reminded that water <br />consumption to the parcel is in excess of their entitlement of 4,200 gallons per day (gpd) <br />through the three 5/8 -inch meters servicing the parcel. This, along with a request for <br />water conservation measures on site, was outlined in a letter to the applicant through a <br />March 30, 2001, letter." <br />38. Department of Water Supply: (March 5, 2003 memorandum) <br />"This letter is to amend our comments contained in our February 19, 2003, letter to you. <br />Based on the revised maximum daily water demand of 3,000 gallons per day (gpd) <br />contained in a March 4, 2003, letter from the applicant's representative, we are willing to <br />support the subject application with the following conditions: <br />The maximum daily usage shall not exceed 4,200 gpd. <br />10 <br />
