AGENCIES' COMMENTS <br />31. DLNR-Engineering Division: (December 30, 2002 memorandum) <br />"We confirm that the central portion of the proposed project site is located in Zone A, <br />according to FEMA Community -Panel No. 155166 0943 C, and not FEMA Community <br />Panel No. 155166 0100 C as stated in the application. Zone A is an area inundated by a <br />100 -year flood with no base elevations determined. <br />The remainder of the project site is located in Zone X (unshaded). Zone X (unshaded) is <br />an area determined to be outside the 500 -year flood plain. <br />Please note that the National Flood Insurance Program (NFIP) does not have any <br />regulations for development within Zone X, however Zone A is regulated under Title 44 <br />of the Code of Federal Regulations. Also, the Hawaii County Code (Chapter 27) has <br />more stringent rules regarding development within Special Flood Hazard Areas (which <br />includes Zone A). If there are any questions regarding the NFIP, please contact the State <br />NFIP Coordinator, Sterling Young, of the Department of Land and Natural Resources at <br />587-0248. If there are questions regarding flood ordinances, the applicable County <br />representative should be contacted." <br />32. State Land Use Commission: (January 3, 2003 memorandum) <br />"We acknowledge receipt of your December 17, 2002 memorandum regarding the above <br />subject application. <br />Given the location, scope, and nature of the proposed activity, the State Land Use <br />Commission defers to the judgement of the County of Hawaii in this matter. We have no <br />further comments to offer at this time." <br />33. Department of Transportation: (December 23, 2002 memorandum) <br />"The proposed Visitors' Center site will serve as the operational and staging area for <br />ecotourism activities to be conducted on the Hokukano Ranch property. The accesses to <br />the site are under jurisdiction of the County. The proposed action will not impact our <br />State transportation facilities." <br />34. Department of Health: (January 9, 2003 memorandum) <br />"The Health Department found no environmental health concerns with regulatory <br />implications in the submittals." <br />
