EARTHWORK <br />All earthwork and grading shall conform to Chapter 10, Erosion and Sediment <br />Control, of the Hawaii County Code. <br />2. The applicant should consult with the Natural Resources Conservation Service, <br />(formerly known as, Soil Conservation Service). <br />The applicant shall comply with chapter 11-55, Water Pollution Control, Hawaii <br />Administrative Rules, Department of Health, which requires an NPDES permit <br />for certain construction activity. <br />ROADWAYS <br />Driveway approaches to County roads shall conform to Chapter 22, Streets and <br />Sidewalks, of the Hawaii County Code and DPW for location and design. <br />Driveway approaches shall meet the requirements of the Hawaii Statewide <br />Uniform Design Manual or AASHTO Standards for intersection sight distance. <br />2. If subdivided, vehicular access to the individual lots shall not be from Mamalahoa <br />Highway. The applicant should construct all subdivision roadways to County <br />dedicable standards. <br />Mamlahoa Highway, fronting the subject property, is a county road, classified on <br />the General Plan as an arterial. It has paved shoulders with asphalt concrete <br />curbing for pedestrian protection, transitioning to concrete sidewalk 50 feet from <br />and within the improved Konawaena School Road intersection, within a planned <br />70 -ft. wide right-of-way. Mamalahoa Highway, shall be improved to an 80 -ft. <br />right-of-way according to the County's General Plan. A physical widening of <br />10 feet along the subject property frontage occurred when the Konawaena School <br />Road intersection improvements were done in the mid 90's. However, we have not <br />confirmed that the additional R.O.W. has been dedicated to the County. <br />The applicant shall provide secondary urban arterial improvements to the project <br />frontage along Mamalahoa Highway consisting of, but not limited to: pavement <br />widening and transitions with concrete curb, gutter and sidewalk, drainage <br />improvements, and any relocation of utilities; meeting with the approval of the <br />DPW. The applicant shall construct all improvements and dedicate them to the <br />County. <br />4. Konawaena School Road, along the southern boundary of the subject property, is <br />a County street. It is widened and improved with concrete sidewalk for 200 feet <br />from the signalized intersection with Mamalahoa Highway. Otherwise the road <br />12 <br />
