has 26 -foot wide pavement and a 3 foot wide paved shoulder along the subject <br />frontage. There is a sidewalk on the opposite side. The right-of-way width is <br />approximately 40 -Feet. <br />The applicant shall provide improvements to the entire frontage along Konawaena <br />School Road consisting of, but not limited to: pavement widening and transitions <br />with concrete curb, gutter and sidewalk, drainage improvements, and any <br />relocation of utilities; meeting with the approval of the DPW. The applicant shall <br />construct all improvements and dedicate them to the County. <br />Install street lights, signs and markings meeting with the approval of the DPW, <br />Traffic Division. <br />TRAFFIC <br />We reviewed the TIAR from the appendix and the apparently updated and corrected <br />TIAR in the body of the application. <br />We question the use of existing commuter traffic patterns as the basis for trip <br />distribution to the 2 proposed entries. If allowed, the more exposed Mamalahoa <br />Highway entry will be construed as the main entry. The TIAR should also provide <br />a scenario of highest and best commercial use. <br />2. We oppose any access to the proposed development from Mamalahoa Highway <br />unless it is restricted to right -in and right -out movements or moved far enough so <br />as not to conflict with the left turn lane at Konawaena School Road and provided <br />with an exclusive left turn lane. Conflicts are foreseen by left turning traffic to the <br />project at the existing entry location. <br />3.
