V. UNFINISHED BUSINESS
A. 1997 HSAC Legislati~~e Package
The Executive Committee reviewed the status of bills included in and relatim* to the
HSAC Legislative Package Of primary concern ~cas the TAT.
Vice President Kouchi pointed out that if the Le~~islature were to place a cap on the
TAT and give the counties an option of raising the excise tax. the Legislature may
want HSAC to express its position. In formulatin~~ this position, however, Vice
President Kouchi suggested that there is a need to get together with the Mayors so
that there can be a unified position rather than a disjointed one with all the counties
fighting against each other.
Vice President Kouchi indicated that his personal feeling has been for anything that
favors home rule. He can appreciate being granted the enabling legislation to levy
an excise tax, however, given the state of Kauai's economy, he finds it difficult to
support a measure which would allow for raising the excise tax to balance Kauai's
Budget. This would be devastating to businesses that are barely able to stay open.
President Nlansho announced that a meeting, has been scheduled with both Senate
President Mizuguchi and Speaker Souki at 10:00 a.m on Februan~ 25, 1997.
Members of the Executive Committee are welcome to attend.
