UNFINISHED BUSINESS <br /> A. 1997 HSAC Legislati~~e Package <br /> The Executive Committee reviewed the status of bills included in and relatim* to the <br /> HSAC Legislative Package Of primary concern ~cas the TAT. <br /> Vice President Kouchi pointed out that if the Le~~islature were to place a cap on the <br /> TAT and give the counties an option of raising the excise tax. the Legislature may <br /> want HSAC to express its position. In formulatin~~ this position, however, Vice <br /> President Kouchi suggested that there is a need to get together with the Mayors so <br /> that there can be a unified position rather than a disjointed one with all the counties <br /> fighting against each other. <br /> Vice President Kouchi indicated that his personal feeling has been for anything that <br /> favors home rule. He can appreciate being granted the enabling legislation to levy <br /> an excise tax, however, given the state of Kauai's economy, he finds it difficult to <br /> support a measure which would allow for raising the excise tax to balance Kauai's <br /> Budget. This would be devastating to businesses that are barely able to stay open. <br /> President Nlansho announced that a meeting, has been scheduled with both Senate <br /> President Mizuguchi and Speaker Souki at 10:00 a.m on Februan~ 25, 1997. <br /> Members of the Executive Committee are welcome to attend. It was suggested that <br /> members caucus at President Nlansho's office at 3: ~0 a. m. <br /> B HSAC Support of State Legislation to Fund D.ARE's Five-Year Plan <br /> An HSAC resolution supporting State Legislation to fund the Drug Abuse <br /> Resistance Education (DARE) program's Five-Year Plan was referred to the <br /> counties For consideration. The counties reported as follows:. <br /> Maui -Pending Council action on Zi21/97. <br /> Kauai -Approved by Council. <br /> Hawaii -Approved by Council, ?!7.97. <br /> Honolulu -Approved Honolulu Council Reso. No. 97-41. <br /> C. HSAC Support of State Legislation to Fund the Statewide Trails and Access <br /> Program <br /> An HSAC resolution supporting State Legislation insuring funds for the Statewide <br /> Trail and Access System or "Na .Ala Hele" was referred to the counties for <br /> consideration.
