McClure, P. E., Director SUBJECT: ROADS IN LIMBO We are pleased to transmit copies of the Department's maps that show "Roads in Limbo." Attached is a set of various tax map key maps where the Department has marked in red those roads that we call "Roads in Limbo." Since our six road maintenance districts (specifically, Puna, South Hilo, North Hilo/Hamakua, North & South Kohala, North & South Kona, and Ka'u) don't match the nine council districts we have included those plats that are in your district, but we didn't show the limits of your council district on any of the maps. In our future discussion on Roads in Limbo, there will be much to talk about. Allow me to share the following at this time: • The roads shown in red on the attached maps have not been field checked. Some of the roads may never have been built. This means that the mileage given is subject to change. • Those roads that arc found to exist on the ground will have to be surveyed. The survey will locate both the road right-of-way as well as the limits of the existing road. Once the survey is done, it can be determined where the road is not within the legally described road right-of-way and therefore, is encroaching on property that is probably privately owned. We believe. that many of the roads will be outside of their legally described right-of-way. • Those roads that are found to exist on the ground will have to be inspected to determine their condition and then categorized.
