WccouOl.emm-03/10/97 <br />COUNTY OF HAWAII PLANNING DEPARTMENT <br />BACKGROUND REPORT <br />BRIAN MCCOURT <br />STATE LAND USE BOUNDARY AMENDMENT APPLICATION (SLU 96-15) <br />CHANGE OF ZONE APPLICATION (REZ 96-36) <br />BRIAN MCCOURT, has submitted applications for a State Land Use Boundary <br />Amendment from an Agricultural to Urban District and for a Change of Zone by changing the <br />district classification from Agricultural (A -la) to Single Family Residential (RS -15), for 1.00 <br />acre of land. The property is located on the makai side of Mamalahoa Highway and north of <br />Kona Palisades Subdivision, between Ke'oke'o and Holu Streets at Kalaoa 4th, North Kona, <br />Hawaii, TMK: 7-3-5:104. <br />GENERAL INFORMATION <br />1. Landowner: Brian McCourt is the fee owner of the subject property. <br />PROPOSED DEVELOPMENT <br />2. Request: The applicant is requesting the land use changes to allow the development of <br />two (2) lots. <br />3. Preliminary subdivision plan: The plan shows the two lots would access off of <br />Ke'oke'o Street. <br />4. Additional information: In support of the request, the applicant has submitted the <br />following: <br />(See Exhibit A - Applicant's Letter November 16, 1996 and State Land Use <br />Boundary Amendment and Change of Zone Applications) <br />RELATED INFORMATION <br />5. TMK: 7-3-5: 85 - On February 23, 1989 Ordinance No. 89-30 was approved by the <br />Hawaii County Council to change the district classification for a 10.97 acre parcel from <br />Unplanned to Agricultural 1 -acre (A -la). This allowed the applicant to subdivide the <br />parcel into (10) 1 -acre rural house lots.
