CIVIL DEFENSE AGENCY <br />CIVIL DEFENSE <br />• Participated in the Local Emergency Planning Committee (LEPC) Tabletop <br />Exercise. <br />• Scheduled and coordinated the training for Fire, Police and Public Works in <br />classes for: Citizens Emergency Response Team, Train the Trainer; <br />WMD/HAZMAT training, HAZUS-MH Disaster Planning/modeling <br />Training. <br />Continue to work with Department of Education regarding new facilities being <br />available to expand our shelter program. <br />Met to better utilize, conduct upgrades and continue to refine assessments of <br />Shelters for Hawai'i County. Limited progress in this area to date. Will <br />continue to work this issue intensively. The following agency have worked this <br />issue in the reporting period: <br />➢ State Civil Defense <br />➢ State Dept of Education <br />➢ American Red Cross <br />➢ Waikaloa Village Association <br />➢ Hualalai/Four Seasons Properties <br />➢ Big Island Visitor Security Association <br />4. Continue to administer Office of Justice Program (OJP) Grants for Weapons of Mass <br />Destruction (WMD) Program. <br />Have executed the operations for the following Grants: <br />a. Office of Domestic Preparedness ; <br />1) FY 1999 Grant - all items have been gone through the procurement <br />process. We are waiting for the purchase order. <br />2) FY 2000-2001 Grant - All funds have been committed by contract or <br />purchase order. Remaining funds (64%) for equipment are pending <br />delivery from the vendor. <br />3) FY 2002 Grant - The procurement process has been started. Bids have <br />been received for 39% of the funds, and are in the process of being <br />reviewed. Contracts and purchase orders should be awarded by March <br />31. 27% of the funds are still out to bid. <br />4) FY 2003 Part 1 Grant - The procurement process has been started. Bids <br />have been received for 8% of the funds, and are in the process of being <br />reviewed. Contracts and purchase orders should be awarded by March <br />31. 16% of the funds have been committed and are pending delivery. <br />Six Month Progress Report on Program Objectives for FY 2003-04 <br />
