CIVIL DEFENSE AGENCY <br />CIVIL DEFENSE <br />5) FY 2003 Part II Grant - The procurement process has been started. Bids <br />have been received for 26% of the funds, and are in the process of being <br />reviewed. Contracts and purchase orders should be awarded by March <br />31. <br />b. EDA Grant. The EDA Grant is a source for the Hawaii County GIS <br />initiative. This Grant has been used to retain highly qualified contractors <br />for the development of our Hazard Mitigation Plan. This Plan is a <br />requirement to receive further FEMA funding. Currently the focus is on <br />the refinement of the wildfire suppression portion of the plan and a street <br />layer contract for the GIS database. <br />c. FEMA Grants: <br />1) Citizen Corps: Includes broad based community outreach, used primarily <br />by "Project Kumiai" (our Citizen Corps). <br />2) Citizen Emergency Response Team (CERT): this grant is approximately <br />50% executed with training upcoming in March. <br />5. Continue the development of an emergency response plan with the Department of <br />Water Supply to insure water availability should there be a portion or islandwide <br />power disruption over an extended period. <br />Department of Water Supply Emergency Operations Plan (EOP): Met with <br />Dept. of Water Supply and SSFM to coordinate the EOP development. Follow- <br />on meeting scheduled for 18 Feb 04. No progress made in securing generators <br />for power outages at this time. <br />Six Month Progress Report on Program Objectives for FY 2003-04 <br />
