CIVIL SERVICE <br />CIVIL SERVICE <br />Health and Safety <br />Develop a Workers' Compensation Claim Management Manual and have WC staff <br />utilizing Manual by December, 2003. <br />Objective accomplished. HealthCare Financial Group (THCFG) developed a <br />claims process manual which is being used by the Workers' Compensation <br />Branch. We have also finalized an additional manual to be used in conjunction, <br />and the Manual (Workers' Compensation Training Manual) was completed and <br />circulated to Workers' Compensation Branch staff in November 2003. <br />2. By June 30, 2004, only 10 employees will be on temporary total disability status. <br />Objective not yet accomplished. On July 1, 2003, there were 50 employees <br />receiving TTD benefits; there currently are 44 employees receiving TTD benefits <br />(24 of these claimants are from files being handled by the County, and 20 of <br />these claimants are from files being handled by the State). We continue to work <br />with Departments to return employees on TTD to work which they are capable <br />of performing. <br />3. By June 30, 2004, close 10% of the cases that, on July 1, 2003, were three or more <br />years old. <br />Objective accomplished. On July 1, 2003, there were 176 claims that were three <br />or more years old. Between July 1, 2003 and December 31, 2003, 48 of these <br />claims that were three or more years old were closed, which is 27% of the 176 <br />claims. <br />4. By June 30, 2004,50% of employees required to undergo 30 -hour OSHA General <br />Industry training will have been trained. <br />Objective not accomplished. Two 30 -hour OSHA General Industry Training <br />sessions were conducted in Hilo and Kona, and 47 County employees were <br />certified, which is approximately 2% of the County workforce. Future 30 -hour <br />OSHA General Industry Training is contingent upon funding, which has not yet <br />been appropriated. <br />5. Deliver requested safety training within 2 months of original request. <br />This objective is being accomplished. Since July 1, 2003, the Division has <br />received requests for and coordinated 17 safety training sessions within two <br />months of original request. <br />Six Month Progress Report on Program Objectives for FY 2003-04 <br />
