CIVIL SERVICE <br />CIVIL SERVICE <br />5. Develop and deliver contract interpretations, advisories, and procedures on a <br />quarterly basis. <br />No written interpretations or advisories were issued. Two procedures, one on <br />Terminations the other on Performance Appraisal were issued to the <br />departments. Again, staff being granted leave of absence and the transition of a <br />deputy corporation counsel attributed to not meeting this particular objective. <br />6. Conduct monthly training on appropriate subjects. <br />This objective is duplicative of objectives numbers 12, 14, and 29. Therefore, <br />this objective should be eliminated. <br />Answer all written departmental inquiries relating to the administration and <br />interpretation of all collective bargaining agreements and executive orders within 14 <br />days from date of request if it does not require inter -jurisdictional action, 30 days if it <br />does. <br />Three written inquiries were received. One concerned an interpretation of the <br />HGEA contract on out-of-state per diem; the second involved an interpretation <br />of the HGEA contracts re: civil service employee with a limitation date; and the <br />third involved an interpretation of vacation and sick leave accrual practices for <br />part-time employees in bargaining units 02, 03, 04, and 13. All requests were <br />responded to within the 14 day time limitation. <br />8. Provide background and other technical information required by the Corporation <br />Counsel's Office for the arbitration of grievances within 14 days from the date of <br />request. <br />Corporation Counsel's Office requested information and assistance on two <br />grievances that were arbitrated. Both requests were responded to within the 14 <br />day limitation. Subsequently, a deputy corporation counsel was assigned to our <br />department and took over our labor relations division functions including <br />arbitration. <br />9. By September 30, 2002, develop and sponsor an annual pre -retirement workshop for <br />County and State employees. <br />Annual pre -retirement workshop was held on September 12, 2003 for two <br />hundred participants. <br />Final Status Report on Program Objectives for FY 2002-03 <br />
