KAU:
One new NHW started
Gathered participants and facilitated the process of Hookena-Naalehu Water Master
Plan meetings for County Dept of Water Supply.
Gated a road near Kau High School to prevent late night nuisance. Collaborative
effort with DOE, Parks and Rec and DPW .with volunteers to monitor and lock.
In addition, the CEO project also initiated Resource Team meetings between community

members and department heads to proactively address community problems. Quarterly meetings
continue to beheld around the island. The CEO together with Community Oriented Prosecutors
developed a Community Cookbook of strategies to address common neighborhood problems.
24. Among the wide array of federal grants issued by the U.S. Department of Justice. what
criteria and strategic focus guides the Prosecutor's Office in choosing grant programs to
apply for?
In 2001 the Office worked with Jane Larkin to develop our mission and vision. The process
identified three main focuses of the Office -1) Core prosecution and victim services, 2)
improving the criminal justice system and 3) community initiatives to promote crime
prevention through education, collaboration, and strategic planning.
The Office seeks grant programs that support these main focus areas. We have successfully
implemented the following projects:
- Domestic and Family Violence
- Violence Against Children
- Community Empowerment Organization (CEO)
- Community Oriented Prosecution (COP)
- Gun Violence Prosecution
- Domestic Violence Prosecution
- Youth Builders
We are currently working collaboratively to obtain federal Weed and Seed designation for
Pahoa and a Rural Domestic Violence grant.
25. Does the Prosecuting Attorney's Office assist agencies such as Turning Point for Families,
Bay Clinic and the YWCA in developing grant applications for Violence Against Women
Act (VOWA) and Victims of Crime Act (VOCA) funding?
Wherever possible the Office collaborates with agencies for potential grant funding.
Through VOCA funding we have supported Turning Point For Families, Mothers Against
Drunk Driving, and Child and Family Services to provide direct services to victims. Through
OJJDP Title V funding we have supported juvenile delinquency prevention programs at the
Lanakila Learning Center and to the Laupahoehoe Community Based Education Learning
