Where no single criterion is satisfied, but where Criteria B, C.1, <br />and C.2 are all satisfied to 80 percent of the minimum values." <br />The MUTCD lists other optional criteria that can be considered in the <br />engineering study. <br />"A. The need to control left turn conflicts". <br />"B. The need to control vehicle/ pedestrian conflicts near locations that <br />generate high pedestrian volumes". <br />"C. Locations where a road user, after stopping, cannot see conflicting <br />traffic and is not able to safely negotiate the intersection unless <br />conflicting cross traffic is also required to stop". <br />"D. An intersection of two residential neighborhood collector (through) <br />street of similar design and operating characteristics where <br />multiway stop control would improve traffic operational <br />characteristics of the intersection". <br />In all, there are four primary and four optional criteria that can be used to <br />determine whether or not four way stop control is warranted. <br />Traffic calming devices have become popular across the nation as a means of <br />controlling speeding and excess through traffic in residential neighborhoods. <br />Although multiway stop control was previously used as a traffic calming device, <br />current engineering practice does not favor using multiway stop control as a <br />traffic calming device to reduce the speed of traffic on residential streets for <br />three major reasons: <br />o Multiway stops can increase delay on the major street to unacceptable <br />levels; <br />o Multiway stops can increase the potential for rear end accidents and <br />accidents involving vehicles that run the stop signs; and <br />o Multiway stops can cause people to speed on other portions of the road <br />to make up for lost time. <br />Also, installing unwarranted all way stops could condition drivers to run stop <br />signs at other locations. The intent of the ordinance implementing the four <br />way stop was to make it serve as a traffic calming device. <br />5. <br />
