According <br />to the Plan, it has been approved by the Board of Directors and the membership of <br />Paradise Hui Hanalike. <br />The goals and objectives of the Hawaiian Paradise Park Community Master Plan <br />are as follows: <br />C�� <br />To develop a plan for a rural community with more than 8,000 residential homes. This <br />plan will include small commercial enterprises, light industrial, recreational <br />opportunities, parks and schools in a functional, attractive and financially feasible rural <br />agrarian environment. The community will also plan for appropriate shoreline uses, <br />public facilities and infrastructure to be developed over 25 years. <br />Objectives <br />Land Use: To develop a plan for an integrated community which may be incorporated <br />into the County General Plan. This Plan will phase-in the required <br />infrastructure over time and provide for a mix of land uses in a functional, <br />efficient and aesthetically pleasing style. <br />Roads: To develop improvement to existing roads during the next 25 years which <br />interconnects the various land uses within the community and <br />accommodates all modes of travel. <br />Parks: To develop recreational facilities that meet the range of needs arising from <br />30,000 residents over the next 25 years. <br />Although the Director and Planning Commission support the concept of the <br />Hawaiian Paradise Park Community Master Plan and the use of it as a tool to guide the <br />land use decisions for the area, the following are issues which need to be considered by <br />the County Council. <br />The General Plan Land Use Pattern Allocation Guide (LUPAG) Map designates <br />the Hawaiian Paradise Park Subdivision as Orchards. Orchards are those agricultural <br />lands which though rocky in character and content support productive macadamia nuts, <br />papaya, citrus and other similar agricultural products. Therefore, the implementation of <br />the Community Master Plan, particularly for the proposed Village Centers (Rural Town <br />Districts) and industrial areas, would trigger land use changes for those areas.
