Arakaki, Chairman <br />and Members of the County Council <br />Page 3 <br />use changes would require an amendment to the General Plan document and the LUPAG <br />Map, State Land Use Boundary amendments and Change of Zone district classifications. <br />The lands where the Village Centers are proposed to be situated are within the <br />State Land Use Agricultural District and zoned Open by the County of Hawaii. Permitted <br />uses within the Agricultural District must be agricultural related unless a Special Permit <br />is secured from the Planning Commission for uses other than agriculture. However, <br />according to the Zoning Code, the object of the Open District "is to encourage <br />development around it such as a golf course and park, and to protect investments which <br />have been or shall be made in reliance upon the retention of such open type use, to buffer <br />an otherwise incompatible land use or district, to preserve a valuable scenic vista or an <br />area of special historical significance, or to protect and preserve submerged land, fishing <br />ponds, and lakes (natural or artificial tide lands)." <br />The Planning Commission emphasizes that the Council should recognize that <br />before the Hawaiian Paradise Park Community Master Plan can function as a practical <br />planning tool, the following action steps need to be accomplished: <br />Land Use Amendments - <br />A) General Plan Amendment that changes the General Plan <br />designation from Orchard to Urban Expansion for those areas <br />identified as Village Centers, industrial and school sites. <br />B) State Land Use Boundary Amendment that changes the current <br />designation from Agricultural to Urban for those areas identified as <br />Village Centers, industrial and school sites. <br />C) Change of Zone district classification from Open to Commercial, <br />Industrial and other appropriate zoning for those areas identified as <br />Village Centers, industrial and school sites. <br />2. Infrastructure Needs - <br />A) Under the assumption that previously -mentioned land use <br />amendments are approved, do the roads accessing urban areas need <br />to be upgraded to meet dedicable County standards as a condition <br />of approval for land use amendments? <br />B) Under the same assumptions, does a water system meeting the <br />
