Beverage Container Deposit Law <br /> Demonstration Project <br /> Proposed by the County of Hawai i <br /> The County of Hawaii wishes to use $3,000 in state funding to create a temporary <br /> redemption center and/or centers for residential use. State funding will be used to pay a <br /> vendor to coordinate and host the temporary redemption center(s), and to pay redemption <br /> fees to residential patrons for the purpose of promoting public awazeness of the Beverage <br /> Container Deposit Law. The County will donate staff time to manage and promote the <br /> demonstration project, and to assess project outcomes. <br /> Following appropriate procurement procedures for small grant funding, the County will <br /> select a local vendor to operate the temporary redemption center(s), and to recycle all <br /> materials collected through the project. The redemption center site(s) will be determined <br /> <br /> by the vendor, and could be hosted in locations such as a shopping center pazking lot or <br /> an existing recycling facility. As provided for under the Beverage Container Deposit <br /> Law, the vendor will be reimbursed at a rate of 3 cent per container for handling <br /> redemption transactions. <br /> The redemption center(s) will accept eligible glass and #1 plastic beverage containers, <br /> redeemable at 5 cents per container until funds are exhausted. The model redemption <br /> center(s) will focus on glass and #1 plastic as these items have little or no mazket value <br /> and are currently not collected in large quantities. To extend the project timeline, <br /> redemption transactions will be limited to $10 per resident per day. <br /> The County will promote the project as a Beverage Container Deposit Law demonstration <br /> through multiple media sources. Information on the Beverage Container Deposit Law <br /> will be available at the temporazy redemption center(s). Results of the project will be <br /> used to determine public response to redemption opportunities, and operating issues <br /> associated with running redemption centers. <br /> Project Timeline: <br /> Task Completion Date <br /> Coordinate temporazy redemption/collection center(s) November 15 <br /> Develop handout providing locations/hours of operation as of 1/1/OS November 30 <br /> Conduct 1 day events at transfer stations and other suitable locations December 11 <br /> <br /> Final Report on Project December 20 <br /> EXHIBIT "A" <br /> <br />
