BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDEDI• <br /> The State Department of Health, by law, must implement the Beverage Container Deposit Program by <br /> January 1, 2005. The State DOH recognized that it would be better to have each county be responsible for <br /> developing and monitoring the program for their county, rather than having Neighbor Islands under control of <br /> the State on Oahu. Therefore, the Recycling Sections in each county have been requested to assume <br /> responsibility for implementing and monitoring the Beverage Container Deposit Program.
