provided they confom~ to the sizes dictated by the Manual of Uniform Traffic Control Devices as <br /> published by the American Association of State Highway and Transportation Officials. <br /> (3) Any sign required to be posted by law, including any signs prescribed by Chapter 291 C, Hawaii <br /> Revised Statutes. <br /> <br /> Section 3-9. Signs allowed with permits, in all districts. <br /> <br /> (a) The following types of signs are allowed, with permits, in all districts: <br /> (1) Temporary signs or banners within or projecting over any public street, park, other public place or <br /> pedestrian way, if permitted and erected in accordance with this chapter. <br /> (A) "Banner permits" include permits to temporarily place a banner over and across a county <br /> street. <br /> (B) Any person who is an authorized representative Cor the subject to be publicized by the <br /> banner may apply for a banner permit. A permit applications shall be submitted upon a form <br /> desibmated by the director and shall include, at a minimum, the following information and <br /> attachments: <br /> (i) General applicant information, i.e. name, address, phone number. <br /> (ii) A map showing the county street and approximate location of the banner. <br /> (iii) A description of where and how the banner will be anchored or secured. <br /> (iv) Length and width dimensions of the banner. <br /> (v) The height of the lowest edge of the banner above the highest point of the roadway. <br /> (vi) The duration of time for which the pernrit is requested. <br /> (vii) A description or sketch of the banner's visual content. <br /> (viii) Written statements of consent from every property owner and lessee directly fronting <br /> the proposed banner site. <br /> (ix) An agreement, to be approved by the corporation counsel, which indemnifies, defends <br /> and holds harmless the County of Hawaii, its officers and agents thereof, from all <br /> claims, demands, suits, actions, or proceedings of every name, character, and <br /> description which may be brought against the County of Hawaii for or on account of <br /> any injuries or damages to any person or property received or sustained by any person <br /> by or in consequence of any act or acts of the holder of the permit for actions done <br /> under the permit. <br /> (x) A certiticate of insurance and proof of a public liability insurance policy approved by <br /> corporation counsel naming as additional insured, the county, its officers, <br /> representatives, employees, and agents and covering any claim or liability for <br /> damages, injuries or death resulting from any of the uses permitted hereunder.
