The properties are located at the western end of <br /> Pamahoa Place, approximately 600 feet from the Palani Road-Pamahoa Place <br /> intersection, Pamahoa Estates Subdivision, Kealakehe Homestead Lots, North Kona, <br /> Hawai `i. <br /> In light of testimony from the public regarding such things as the project will not provide <br /> affordable housing and it will change the character of the neighborhood and the <br /> comments from the Department of Public Works regarding traffic and Palani <br /> Road, a motion was made to send an unfavorable recommendation to the County <br /> Council. There were four votes in favor of the motion and one against. Only five <br /> members of the Planning Commission attended the meeting. No other motions were <br /> made. <br /> The four to one vote constitutes a "no action" by the Planning Commission because of the <br /> lack of the five affirmative votes required by Hawaii County Charter, Section 13-4(I). <br /> Under Section 25-2-42(d)(3) and Planning Commission Rules 11-3(b)(2), the Planning <br /> Commission's non-action constitutes an unfavorable recommendation.
