REQUEST: <br /> Prepare a resolution for Council's authorization to receive and expend state funding for community anti-drug <br /> efforts on the island of Hawaii. <br /> Appropriate these State funds of $100,000 to Healing Our Island Account. <br /> Appropriate these State funds of $380,000 to the Adolescent Drug Prevention Program. <br /> Appropriate these State funds of $100,000 to the Community Anti-Drug Effort Account. <br /> Appropriate these State funds of $50,000 to the Hawaii County Resource Center Anti-Drug Fund. <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> The State of Hawaii Legislature enacted Act 40, Session Laws of Hawaii, 2004. <br /> Section 11 of Act 40, appropriates $100,000 out of the emergency budget reserve fund to the County of <br /> Hawaii. These funds shall be used by the County of Hawaii to fund grassroots community efforts to sustain <br /> its anti-drug campaigns; provided that no single nonprofit entity shall receive more than $5,000 under this <br /> section; and provided further that no funds shall be expended under this section unless matched by funds <br /> from the County of Hawaii. <br /> Section 12 of Act 40 appropriates $380,000 out of the general revenues of the State of Hawaii to the County <br /> of Hawaii to fund adolescent drug prevention programs. <br /> Section 16 of Act 40 approriates $100,000 out of the emergency and budget reserve fund to the County of <br /> Hawaii. These funds shall be used by the County of Hawaii to fund community-based substance abuse <br /> prevention programs, with priority given to drug education and awareness in the schools, community <br /> partnerships, and non-school youth activities in communities with the greatest needs. <br /> Section 19 of Act 40, appropriates $50,000 out of the general fund for community anti-drug efforts aimed at <br /> preventing crystal methamphetamine use. <br /> Request waiver from the Finance Committee and have it heard at March 16th council meeting <br /> <br /> SIGNED: \~_~'1~~/V~V DATE: ~ ds <br /> Department Head <br /> <br />
