These funds shall be used by the County of Hawaii to fund community-based substance abuse prevention programs, with priority given to drug education and awareness in the schools, community partnerships, and non-school youth activities in communities with the greatest needs. Section 11 of Act 40, Session Laws of Hawaii 2004, appropriates $100,000 out of the emergency and budget reserve fund to the County of Hawaii. These funds shall be used by the County of Hawaii to fund grassroots community efforts to sustain its anti-drug campaigns; provided that no single nonprofit entity shall receive more than $5,000 under this section; and provided further that no funds hall be expended under this section unless matched by funds from the County of Hawaii. Upon receipt of a budget plan from the County of Hawaii and an identification of the source of your matching funds for appropriations pursuant to Section 11 of Act 40, Session Laws of Hawaii 2004, we will issue payment equal to 25°s of the appropriated amounts.
