These funds shall be used by the <br /> County of Hawaii to fund community-based substance abuse <br /> prevention programs, with priority given to drug education and <br /> awareness in the schools, community partnerships, and non-school <br /> youth activities in communities with the greatest needs. <br /> Section 11 of Act 40, Session Laws of Hawaii 2004, <br /> appropriates $100,000 out of the emergency and budget reserve <br /> fund to the County of Hawaii. These funds shall be used by the <br /> County of Hawaii to fund grassroots community efforts to sustain <br /> its anti-drug campaigns; provided that no single nonprofit <br /> entity shall receive more than $5,000 under this section; and <br /> provided further that no funds hall be expended under this <br /> section unless matched by funds from the County of Hawaii. <br /> Upon receipt of a budget plan from the County of Hawaii and <br /> an identification of the source of your matching funds for <br /> appropriations pursuant to Section 11 of Act 40, Session Laws of <br /> Hawaii 2004, we will issue payment equal to 25°s of the <br /> appropriated amounts. Thereafter, with mutual consent of a <br /> timely reporting and reimbursement process, additional payments <br /> will be made. <br /> No. 1 Capitol District Building, 250 S.
