<br /> 1, I <br /> Hawaii County Economic Opportunity Council (HCEOC) <br /> Rig~tt Track Program <br /> 1. Background of HCEOC <br /> a. HCEOC is an IRS Code 501 (c) (3) designated non-profit corporation <br /> established in May, 1965 with the overall mission of alleviation, prevention <br /> and elimination of poverty conditions in Hawaii County. <br /> b. To this end, of the numerous programs operated by HCEOC, education of our <br /> children and youth, particulazly in fostering positive self-image for them to <br /> complete their education to become responsible contributing citizens in their <br /> adult life is directly related to proposed program. <br /> 2. Experience and Capability <br /> The proposed Right Track Program is a combined program of presently operating <br /> Language Arts Multicultural Program (LAMP) for school referred underachievers <br /> in elementary schools and the Dropout Prevention Program (DOPP) for school <br /> and probation office refereed "at-risk" students in high schools. <br /> We submit the following exemplary outcomes of both programs, hereinafter <br /> referred to as the Right Track Program with exceptional records of achievement, <br /> substantiating our experience and capability in administering programs to guide <br /> children and youth to enter the mainstream of school life, as well as, prepaze them <br /> for adult life. <br /> a. Track record serving more than 4,200 "at-risk" students with only 18 dropouts <br /> and not one single student apprehended for drugs in the past 28 yeazs of <br /> operation. <br /> b. Track record of 28 yeazs of serving 3rd and 4d' grade underachieving students <br /> with 80 percent success rate in raising their achievement in reading and <br /> writing to new higher levels, to their respective age and grade levels and <br /> higher, with long-term impact that many attain honor role in later yeazs. <br /> 3. Need for Prog_run: <br /> a. With the wide-spreading problem of substance abuse, prevention has become <br /> a total community effort. There is a critical need for active participation of <br /> non-traditional service providers to help stem the tide of substance abuse. To <br /> this end, the Right Track Program will contribute to the prevention of <br /> substance abuse among a segment of the population namely, the students in <br /> the selected elementary and high schools. <br /> <br />
