Hawaii County Problems: This county, especially East Hawaii is cursed with <br /> the following economic calamities which definitely contribute to the increase <br /> in social problems, such as highest percentage of substance abuse and family <br /> violence in the entire State: <br /> • Highest percentage of TANF/TAONF clients in the entire State. <br /> • Highest percentage of food stamp recipients in the entire State. <br /> • Highest unemployment rate. <br /> • Worst job markets in the entire State. <br /> <br /> 4. Target Pouulation and Schools to be Served: <br /> a. We will continue to serve school referred 3rd and 4m gade underachieving <br /> students and pazents in Kapiolani and Keaau Elementary schools. <br /> b. We will continue to serve school referred "at-risk" students and parents in <br /> Hilo, Laupahoehoe, Honokaa, KonaWaena, and Pahoa High Schools. <br /> c. Additional schools to be served: With the "Ice" Prevention funds, we will <br /> serve the "high risk" students and pazents of the following elementary and <br /> high schools: <br /> • Elementary School: Kalanianaole, Laupahoehoe and Naalehu. <br /> • High Schools: Waiakea, Ka'u, and Keaau. <br /> d. Total sudents to be served: 1,200 (estimated). <br /> e. Preference of Schools to be Served: <br /> • Schools identified by high percentage of students on free and reduced <br /> lunch program. <br /> • Schools with low SAT Scores. <br /> • Schools achieving neaz or below the "No Child Left Behind" Federal <br /> Mandate. <br /> f. Fina] selection of schools to be served is dependent on the support and <br /> consent of the school principals and the Complex Superintcadent. <br /> <br />
