C®IJ~T` (3 `I ~'I'~'I']~ Old ~-iA~i`I <br /> S®LU'I'IOl®T 1®TO. <br /> (]®raft 2) <br /> <br /> A RESOLUTION THAT SUPPORTS SOLID WASTE LANDFILL DIVERSION THROUGH WASTE <br /> REDUCTION TECHNOLOGY WRT WITH PROCUREMENT CRITERIA THAT MATCHES I-IAWAI`I <br /> COUNTY POLICIES, NEEDS AND WASTE STREAM, AND DELINEATES NEXT ACTIONS_ <br /> WHEREAS, the Hawaii County Council, pursuant to Chapter 342G, Hawaii Revised Statutes (HRS), <br /> adopted the Hawaii County Integrated Solid Waste Management Plan (ISWMP) by Resolution No. 291-94 <br /> on October 5, 1994; and <br /> WHEREAS, the Hawaii County Council, pursuant to Chapter 342G, Hawaii Revised Statutes {HRS), <br /> adopted the Update to the Integrated Solid Waste Management Plan by Resolution No.238-02, on November <br /> 20, 2002; and <br /> WHEREAS, on May 5, 2004, the Hawaii County Council adopted Resolution No.180-04, which <br /> supports expediting the process to bring online a WRT; and <br /> WHEREAS, the Council is cognizant that time is of the essence in the County's ongoing effort to <br /> maximize the life of its two landfills and, in supporting the ISWMP policy objective, that the County work <br /> towards a suitable waste reduction technology (WILT); and <br /> WHEREAS, the Council recognizes that in order to expedite the Request For Proposal (RFP) for a WRT, <br /> procurement criteria that consistently matches County policies, needs and waste stream must be established <br /> first; and <br /> WHEREAS, during the Parks and Environmental Committee meeting on July 22, 2004, Comm 684.1, <br /> which outlined the initial assessment of findings gathered from the Request For Information (RFI) process, <br /> was discussed at length; and <br /> WHEREAS, in light of the information gathered at the Parks and Environmental Management <br /> Committee meeting, including the analysis and input voluntarily provided by consultant Ted Vorfeld, <br /> President of Hualalai Engineering, the following procurement criteria axe deemed essential and need to be <br /> incorporated into the RFP: <br /> • Project financing by the vendor with a statement in writing from the vendor's financial institution <br /> confirming the vendor's ability to finance the project based on review of the proposal submitted to the <br /> County. <br /> • Early construction and operation of processing facility capable of managing residual East Hawaii <br /> waste (County Sort Station design and Environmental IAnpact Statement -available for vendor use). <br /> • At least one full-scale comrr~ercial operation must be operating. No experimental technologies will <br /> be accepted. <br /> <br />
