• Vendor to handle all Municipal Solid Waste (MSW) that comes to the WRT facility, whether or not it <br /> is the vendor's preferred composition of waste. <br /> • Redundancy in operation, or storage options, such that chaste is always accepted. <br /> • A maximum fee from the County to the vendor of $100r'ton based on a 20-year operations contract to <br /> include tip fees and hauling of any residual, as well as items a_vendor prefers to exclude from its <br /> process. <br /> • Facility to be transferred to County ownership after 20 years. <br /> • ®perations are intended to remain with the private sector for the life of the facility. <br /> • Demonstration of experience of vendor's team to handle all permitting issues in a timely fashion. <br /> • East I-Iawai`i waste stream is the primary feedstock. <br /> • County guarantees a minimum of $75 tons/week (an average of 125 tons/day). <br /> • if land other than Government-owned is desired, cost of acquisition, roads and utilities to be borne by <br /> the vendor. <br /> • If land suggested by County between existing South Hilo landfill and Hilo Transfer Station is desired, <br /> County will facilitate acquisition, roads and utilities to vendor's fence line. <br /> • Vendor needs to visit Hawaii County operations and must demonstrate understanding of unique <br /> issues before submitting proposal. <br /> • Vendor needs to demonstrate end markets and a firm price commitment (in the farm of a letter of <br /> commitment) by a purchaser for the facility's primary product where those revenues exceed 20% of <br /> the projected product revenue. <br /> • A performance bond with a minimum of $5 million to cover County identified damages due to <br /> vendor defaults. <br /> • A bid bond of $50,000. <br /> • Diversion from landfills, exclusive of County recycling programs, shall be at a minimum rate of 75%; <br /> and <br /> WHEREAS, the timeline for implementing and processing the RFP will be as follows: <br /> • The RF'P will be completed and published island-wade, statewide, and posted on appropriate industry <br /> related websites by ®ctober 31, 2004. <br /> • Vendors will have three (3) months to prepare proposals and no proposals will be accepted after <br /> January 31, 2005. <br /> • The RFP evaluation committee, which shall be composed pursuant to Resolution No. 238-02, will <br /> recommend at least one but no more than two vendors tai the County Council by April 30, 2005. <br /> • The RFP evaluation committee's recommendation(s) shall be discussed in Executive Session by the <br /> County Council and a contrast with the selected WRT vendor will be negotiated and the contract <br /> execution date shall be no later than July 31, 2005; and <br /> WHEREAS, in tandem with the procurement of a WRT, they County will be proceeding with the actions <br /> delineated below: <br /> • [ssue an Invitation for Bids (IFB) for construction of roads, utilities, community recycling and <br /> recycling processing areas in the vicinity of the present :Hilo Transfer Station. <br /> • Issue Requests for Proposals and/or Invitation for Bids i'or: <br /> 1. Bottle bill implementation. <br /> 2. Recycling at transfer stations island-wide based on 5-year transfer station enhancement plan. <br /> 3. Greenwaste collections at selected transfer stations. <br /> 4. White and bulky goods pickup at selected transfer stations. <br /> 5. Diversion of reusable items. <br /> ti. Diversion of construction and demolition debris. <br /> <br /> ` 7. Develop and implement a community process to inform and educate the community about various <br /> WRTs. <br /> <br />
