No. L94Bill No. 74 <br /> PLACE: Council Chambers <br /> TIME: 10:22 a.m. <br /> Council Chair Safarik and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Finance, to which was referred Dill No. 74, reports as follows: <br /> Dill No. 74, transmitted jointly with Resolution No. 71-0~ by Director of Finance William Takaba, via Communication <br /> No. 194, dated March 22. 2005, amends Ordinance No. 04-75, as amended, the Capital Budget. ending June 30, ?005, <br /> by adding the following pr~jecL <br /> POLICE: <br /> Microwave Relocation & System I10-299-529955 $1,183,807 <br /> Renovation <br /> Funds 1'or this project shall be provided from: <br /> General Pund and/or Other Sources $ l . 183.805 <br /> The funds being transferred into file Hawaii County Police Dcparttnent's Microwave Relocation and System <br /> Renovation project was initiated to replace the existing microwave communications system used by a variety of public <br /> safety agencies. The project involves the analysis of the current facilities, agreements with co-locators, acquisition of <br /> <br /> tower sites, tower modification and new tower construction, equipment purchase and installation, and ultimatety, the <br /> transition to the new equipment. Funds will be used for unanticipated costs related to delays to the project which hove <br /> resulted in cost overruns and for cost increases due to changes in the construction design at two (2) sites. <br /> Some Members of Your Committee were concerned that the transfer of funds from the Salary and Wage accounts <br /> would he detrimental to the recruitment of officers. Assistant Chief Elroy Osorio assured the Council that the Police <br /> Department would not be able to fill the vacancies before the end of the fiscal year. The approximate appropriation is <br /> <br /> $ 11.SM with approximateh $9JM expended. Seventeen (17) communication towers were constructed with three <br /> <br /> additional towels still to go. A problem arose with the Federal Government and the existing contractor, and a new <br /> <br /> contractor will possibly be contracted by the end of April. When completed, the communications system will improve <br /> hetween the County.
