Its history, its mix o{ <br /> cultures, and its physical beauty make it like no other place on earth- on coastal resources- <br /> This project area also brings some unique obstacles to the planning <br /> table. Downtown Hilo is located in a Special Management Area which includes a flood zone and <br /> a tsunami inundation area. Hilo Bay is a wide, beautiful picture postcard body of water, it has also <br /> been identified as one of the impaired waters in the Hilo Bay Watershed area. As a coastal town <br /> with these and other growth-related challenges, there is a critical need to develop a workable plan <br /> that balances the needs of our growing population with the needs of our physical environment- The <br /> community remains respectful to its historical land division tradition, or ahupuo'a, and acknowledges <br /> that what makes Downtown Hilo so special and unique is its inseparable relationship with Hflo Bay, <br /> Mauna Kea and Mauna Loa. <br /> - <br /> ~ - <br /> <br /> 6 <br /> <br />
