These frequent changes, which make trying these cases more difficult for police and <br /> prosecutors, require enhanced inter-agency communication for successful prosecution. With <br /> the increase in drug use, including methamphetamine (ICE), it is more common to find poly- <br /> substance use in traffic offenders. <br /> Currently traffic commanders from the police departments in the state meet quarterly to <br /> discuss traffic trends, however, prosecutors rarely attend these meetings. With the exception of <br /> the State Traffic Commanders meeting, there are no forums for deputy prosecutors, police and <br /> medical responders to communicate within the County of Hawaii nor throughout the state. <br /> SOLUTION <br /> Briefly describe the solution to the problem including community effons (List tasks that will be accomplished with <br /> the funding of this project). <br /> The solution is to improve communication, stay updated on laws and trends in traffic <br /> enforcement by providing funds for prosecutors to attend the state traffic commanders meetings <br /> and conducting annual interagency training among prosecutors, police, and medical <br /> responders. These forums will provide information on the proper interpretation of Hawaii's DUI <br /> and traffic laws and contemporary trial techniques, as well as the latest trends in traffic <br /> enforcement. The bringing together of deputy prosecutors, police officers and medical <br /> responders will increased cooperative efforts between these agencies and serve to standardize <br /> strategies among local agencies for a more uniform and consistent approach to DUI law <br /> <br /> enforcement throughout the state. <br /> State Goals and Objectives of Project. <br /> The overall goals of the interagency communication and training project are make our roads <br /> <br /> safer and to improve the performance of the law enforcement system in its efforts to enforce <br /> DUI and other traffic laws by training deputy prosecutors, police and medical responders in the <br /> <br /> conceptual, technical, scientific and trial aspects of DUI and other traffic offenses. <br /> Objectives of this project will be to have a deputy prosecutor from each side of the Big Island <br /> <br /> of Hawaii attend periodic traffic commanders meetings, hold an annual training on DUI/negligent <br /> homicide for police, prosecutors and medical responders, and to create guidelines for <br /> <br /> prosecution and investigation for DUI /negligent homicides and other traffic cases. <br /> EXHIBIT "A" <br /> <br />
