West of the project area, across <br /> Kuakini Highway, are lands zoned RM-7 and RM-4 consisting of condominium projects <br /> such as Kona Hawaiian Village and Kona Sea Ridge. <br /> The urban classification also conforms to the standard that the development is <br /> within reasonable proximity to centers of trading and employment and to basic services <br /> such as schools, police and fire protection, transportation systems and water. The project <br /> site is located approximately two miles from the Kailua Village core and from the <br /> commercial centers along Henry Street, all of which offer a concentration of retail and <br /> employment opportunities. The police, fire and emergency medical services are also <br /> located in Kailua Village, approximately two miles from the subject property. The <br /> principal access to the proposed development would be from Kuakini Highway, which is <br /> a State owned, County maintained roadway with a 22-foot wide pavement within an <br /> approximate 80-foot right-of--way onto the proposed Alii Parkway right-of way. County <br /> water, as well as all other utilities are available to the subject property. Based on the <br /> foregoing, the request conforms with the Land Use Commission Rules which encourages <br /> urban developments in close proximity to centers of trading and employment, existing <br /> developments and to existing services and facilities. <br /> The project area includes lands with no severe geological or topographical <br /> problems which cannot be properly rectified or which would render the land unusable. <br /> The project site is located within Zone X, an area outside the 500-year flood plain, with a <br /> small portion of the southern side of the property located within the AE Zone and the <br /> Waiaha Drainageway. Conditions of approval within the accompanying Change of Zone <br /> application will be added to address drainage issues on the property. <br /> The project area is located outside of any tsunami inundation area. Any new <br /> construction or improvements to the project area must comply with Chapter 27 of the <br /> County Code relating to Flood Hazard Control. <br /> Based on the above findings, the approval of the State Land Use Boundary <br /> Amendment from Agricultural to Urban District complements the State Land Use District <br /> Regulations and is supportive of the State of Hawaii Plan and the County General Plan. <br /> Chance of Zone <br /> The applicant is requesting a Change of Zone from an Agricultural (A-Sa) to a <br /> Multiple Family Residential-2,500 square foot (RM-2.5) district for 14 acres of land.
