Stacy Higa, Chairman <br /> and Members of the County Council <br /> <br /> Page 3 <br /> The reclassification action would conform to the following goals, policies and <br /> standards of, among others, the Land Use and Housing Elements of the General Plan. <br /> The Urban District request would be consistent with the goals and polices of the Land <br /> Use and Housing Elements of the Hawaii County General Plan by creating a mix of <br /> residential housing opportunities and maintain a housing supply that allows a variety of <br /> choices for residents of the North Kona district. The request will also provide needed <br /> affordable housing for the North Kona district. <br /> The LUPAG Map component of the General Plan is a representation of the <br /> document's goals, policies, standards and courses of action. It is also a graphic depiction <br /> of the physical relationship between the various land uses. The LUPAG Map establishes <br /> the basic urban and non-urban form for areas within the County. The Urban District <br /> request also conforms to the General Plan Land Use Pattern Allocation Guide (LUPAG) <br /> Map, which designates this area for Urban Expansion and Medium Density Urban. The <br /> Urban Expansion Area designation allows for a mix of high density, medium density, low <br /> density, industrial, industrial-commercial and/or open designations in areas where new <br /> settlements maybe desirable, but where the specific settlement pattern and mix of uses <br /> have not yet been determined. The Medium Density Urban designation allows for village <br /> and neighborhood commercial and single family and multiple family residential and <br /> related functions (multiple family --up to 35 units per acre). The proposed request is to <br /> develop a 212-unit housing project, which will help address the housing needs of the <br /> community. The applicant is proposing that a minimum of 50% of the unit will be <br /> allocated as affordable housing. Therefore, it is determined that the request is consistent <br /> with the urban form depicted on the LUPAG Map for this area of North Kona. <br /> The subject property is located on Kuakini Highway within close proximity to <br /> several residential neighborhoods. Therefore, the lands could be characterized by <br /> "city-like" concentrations of people, structures, streets, urban level of services and other <br /> related land uses. Surrounding properties consist of a variety of residential <br /> neighborhoods and some vacant lands. To the north is the Kona Hillcrest Subdivision, a <br /> 101-lot residential subdivision is situated to the north of the project site on lands zoned <br /> RS-7.5. The recently approved Suffolk Investment, LLC and Puaa Development, LLC <br /> projects are located to the southeast. Suffolk Investment, LLC requested a State Land <br /> Use Boundary amendment from Agricultural to Urban and a Change of Zone from <br /> Agricultural (A-Sa) to Multiple Family Residential (RM-2.5) to allow the development of <br /> a 250-unit market rental housing project. Puaa Development, LLC requested a State <br /> Land Use Boundary amendment from Agricultural to Urban and a Change of Zone from <br /> Agricultural (A-Sa) to Neighborhood Commercial (CN-20) to develop a neighborhood <br /> commercial shopping center. South of the project area, across Kuakini Highway, is the <br /> Kona Sea Villas Condominiums on land zoned RM-7. Further south is Kahakai Estates, <br /> <br />
