Higa, Chairperson and <br /> Members of the Hawaii County Council <br /> Hawaii County Council <br /> 25 Aupuni Street <br /> Hilo, Hawaii 96720 - <br /> Re: Operating Budget <br /> The State of Hawaii Legislature enacted Act 178, Session Laws of Hawaii 2005, which <br /> appropriated, in part, $630,000 for the County of Hawaii to continue its anti-drug abuse efforts. <br /> The funds will be utilized by providing grants to community organizations to undertake projects <br /> that promote drug prevention or drug awareness and education, and for a youth mentoring <br /> program to help Hawai'i's youths avoid drugs and addiction. <br /> These monies are to appropriated as follows: <br /> 1. $100,000 to the County's Healing Our Island account, to fund grassroots community efforts to <br /> sustain its anti-drug campaigns, provided that no single nonprofit entity shall receive more <br /> than $5,000 under this section, and provided further that no funds shall be expended under <br /> this section unless matched by funds from the County of Hawaii; <br /> 2. $380,000 to the County's Adolescent Drug Prevention Program account; <br /> 3. $100,000 to the County's Community Anti-Drug Effort account, to fund community-based <br /> substance abuse prevention programs, with priority given to drug education and awareness <br /> in the schools, community partnerships, and non-school youth activities in communities with <br /> the greatest need; <br /> <br /> 4. $50,000 to the Hawaii County Resource Center's Anti-Drug Fund account, for community <br /> anti-drug efforts aimed at preventing crystal methamphetamine use. <br /> Enclosed is a resolution for Council's authorization to receive and expend state funding for <br /> community anti-drug efforts on the Island of Hawaii, pursuant to Act 178, Session Laws of <br /> Hawaii 2005. <br /> i2ao. a71-Ova 8ik! a 39 `j COQit`' <br /> Ref.
