<br /> Stacy Higa, Chairman <br /> <br /> and Members of the County Council <br /> <br /> Page 2 <br /> help address the existing demand for affordable housing units in West Hawaii. The <br /> applicant recognizes the growing needs for the region and seeks to provide the <br /> community with further affordable housing and senior rental housing that takes advantage <br /> of the site's positive physical and regional attributes. By targeting the project area for <br /> affordable housing, the applicant is seeking to meet urban expansion needs in a manner <br /> that is in agreement with the long-range community plans as expressed in the County <br /> General Plan. <br /> The reclassification action would conform to the following goals, objectives <br /> and/or policies of the housing element articulated in the Hawaii State Plan: The request <br /> would be consistent with the following goals, objectives and/or policies articulated in the <br /> Hawaii State Plan as it will provide greater opportunities for Hawaii's people to purchase <br /> or rent an affordable home in an area in which housing has become scarce and costly. <br /> • Greater opportunities for Hawaii's people to secure reasonably priced, safe, <br /> sanitary, livable homes located in suitable environments that satisfactorily <br /> accommodate the needs and desires of families and individuals, through <br /> collaboration and cooperation between government and nonprofit and for-profit <br /> developers to ensure that more affordable housing is made available to very low-, <br /> low-, and moderate-income segments of Hawaii's population. <br /> • The orderly development of residential areas sensitive to community needs and <br /> other land uses. <br /> • Effectively accommodate the housing needs of Hawaii's people. <br /> • Increase homeownership and rental opportunities and choices in terms of quality, <br /> location, cost, densities, style and size of housing. <br /> • Promote design and location of housing developments taking into account the <br /> physical setting, accessibility to public facilities and services, and other concerns <br /> of existing communities and surrounding areas. <br /> The reclassification action would conform to the following goals, policies and <br /> standards of, among others, the Land Use and Housing Elements of the General Plan. <br /> The Urban District request would be consistent with the goals, polices and standards of <br /> the Land Use-Single Family Residential and the Housing Elements of the Hawaii County <br /> General Plan by creating affordable residential housing opportunities and increasing the <br /> housing supply for residents of the North Kohala district. <br /> <br />
