Stacy Higa, Chairman <br /> and Members of the County Council <br /> <br /> Page 6 <br /> • The county shall encourage the development and maintenance of communities <br /> meeting the needs of its residents in balance with the physical and social <br /> environment. <br /> • Zoning requests shall be reviewed with respect to General Plan designation, <br /> district goals, regional plans, State Land Use District, compatibility with adjacent <br /> zoned uses, availability of public services and utilities, access, and public need. <br /> The proposed request will add 48 self-help single-family dwelling units and 32 <br /> senior housing rental units to help address the strong demand for affordable housing in <br /> the North Kohala and West Hawaii area. The specific condition of the rezoning <br /> ordinance will allow more flexibility, but still require that the project be predominately <br /> affordable. The condition requires that the project generate affordable housing credits <br /> equal to 100% of the units developed. The units proposed for sale at the 80% of the <br /> median level will earn 2.0 credits each under Section 11-5(c)(4), for example. <br /> There is a severe shortage of affordable housing in North Kohala. The median <br /> sales price for asingle-family home in 2005 was $745,000.00, the highest of any district <br /> on the island. Thus, a favorable recommendation of this request will conform to the <br /> following goals and policies of the Land Use-Single Family Residential and Housing <br /> Elements of the General Plan: <br /> LAND USE -SINGLE FAMILY RESIDENTIAL <br /> • To maximize choices ofsingle-family residential lots and/or housing for residents <br /> of the County. <br /> • To ensure compatible uses within and adjacent to single-family residential zoned <br /> areas. <br /> • To provide single-family residential areas conveniently located to public and <br /> private services, shopping, other community activities and convenient access to <br /> employment centers that takes natural beauty into consideration. <br /> • To enhance the overall quality of life in our residential communities. <br /> • Encourage and coordinate with the State in providing fee simple and leasehold <br /> single-family residential lots to the residents through State and/or County Housing <br /> Programs. <br /> <br />
