Hawaii State Association of Counties <br /> Counties of Kauai, Maui and Hawaii, City 8. ~.ounty of Honolulu <br /> t <br /> _ ,-ri <br /> ~w <br /> Gl.~ , i <br /> COUi~fr ,„.,,;`,II <br /> ctober 2, 1997 <br /> To: James Arakaki, Chairman <br /> and Members of the Hawaii County Council <br /> From: Al Smith, Secretary-Treasurer ~ <br /> Hawaii State Association of Counties (HSAC) <br /> Subject: HSAC Executive Committee Meeting-September 26, 1997 <br /> The following highlights of the HSAC Executive Committee meeting of September 26, 1997 are <br /> <br /> hereby submitted. <br /> The Secretary's Minutes of the Executive Committee Meeting of August 22, 1997 were approved <br /> and placed on file (attached for information). <br /> The Treasurer's report for August 1997 was approved and placed on file (attached for <br /> information). <br /> Under NACo reports, there was discussion whether the NACo dues increase provided fora 2.8% <br /> per yeaz increase in perpetuity or if there would be a reevaluation after the next census. President <br /> Mansho will send a letter to NACo requesting confirmation and clarification of this policy. It was <br /> also reported that Secretary-Treasurer Al Smith will be attending the next WIR Board Meeting in <br /> Santa Fe, New Mexico in place of HSAC President Rene Mansho. Each Board member is <br /> allowed to attend three Board Meetings at HSAC's expense. If the WIR board member fails to <br /> attend three board meetings, HSAC will consider reimbursement to the County of Hawaii for the <br /> Secretary-Treasurer's trip. <br /> Under Unfinished Business, action on items relating to United States-Air Rights Negotiations, <br /> Privatization, Counties to designate Enterprise Zones, a statewide uniform alcohol substance <br /> abuse testing policy, and the proposed Interim Amendments Dividing Duties of Secretary- <br /> Treasurer, were all deferced pending action by the other counties. The Proposal for <br /> Avionic/Aerospace Micro Industries was also deferred pending the receipt of additional <br /> information about the industry. <br /> Under New Business, the Hawaii Winter Baseball League made a presentation about their <br /> professional baseball league program and requested that HSAC support legislation asking the <br /> ~ ~a <br /> tRl, I...
