D. WIR Report <br /> Under WIR Reports, President Mansho reported that the next WIR Board Meeting <br /> will be October 8-I 1, 1997 in Santa Fe, New Mexico. President Mansho <br /> indicated that she intends to bring up the open skies and air rights issues at the <br /> WIR. Other issues or concerns for our National Legislative Package should be <br /> submitted to HSAC immediately. <br /> President Mansho also announced that future WIR Conference sites are Juneau, <br /> Alaska (1998); Concord, California (1999); and Boise, Idaho (2000). <br /> <br /> V. UNFINISHED BUSINESS <br /> A. United States Air Rights Negotiations <br /> The purpose of this item is to act on HSAC's proposal to support Honolulu <br /> Council Resolution 97-126, CD1, urging the United States Department of <br /> Transportation to recognize Hawaii's geographic constraints during air rights <br /> negotiations. This matter was deferred pending official action by Hawaii and <br /> Maui Counties. <br /> B. County Authority to Designate Enterprise Zones <br /> The purpose of this item is to act on HSAC's proposal to support Honolulu <br /> Council Resolution 97-212, urging the Hawaii State Government to comply with <br /> Section 209E-4 of the Hawaii Revised Statutes, which authorizes the counties to <br /> designate enterprise zones. This matter was deferred pending official action by <br /> Hawaii, Kauai, and Maui Counties. <br /> C. Request for Special Session to Resolve Issues Relating to Privatization <br /> The purpose of this item is to act on HSAC's proposal to request the Governor and <br /> the State Legislature to convene a special session to resolve matters relating to <br /> privatization. Maui County indicated that technically, they did not pass or <br /> approve this resolution, but indicated that the Maui Council is on record with all <br /> nine members and the Mayor have urged a special session. Honolulu Council <br /> reported that Honolulu Council Resolution 97-217 is still pending before it's <br /> Policy Committee. This matter was deferred pending further action. <br /> VI.
