The purpose of this item is to discuss HSAC support of a Honolulu Council <br /> Resolution 97-217 urging the Governor and the four counties of the State to <br /> collectively establish a statewide uniform alcohol and substance abuse testing <br /> policy. This item is to be referred to the county councils for consideration. <br /> <br /> B. Proposed Interim Amendments Dividing Duties Of Secretary-Treasurer <br /> Communication from Al Smith, HSAC Secretary-Treasurer, to Rene Mansho, <br /> HSAC President, dated August 5, 1997 proposes interim amendments to the <br /> HSAC bylaws and policies dividing the duties of the Secretary-Treasurer into two <br /> separate Offices. The proposal also eliminates the Office of Second Vice <br /> President. After discussion, this item was referred to the county councils for <br /> consideration. <br /> <br /> C. Resolution on UPS/Teamsters Strike <br /> The purpose of this item is to discuss a resolution entitled "Urging United Pazcel <br /> Service and the Teamsters Union to Bargain in Good Faith to Resolve the Strike <br /> Quickly." This resolution was filed by the Executive Committee. <br /> D. A Conceptual Proposal for Avionic and Aerospace Micro Industries <br /> Secretary-Treasurer Smith submitted to the Executive Committee, a conceptual <br /> proposal for the location of avionic and aerospace micro industries in Hawaii. <br /> Mr. William Hachmeister, author of proposal, is offering HSAC an opportunity to <br /> become involved in national/international aviation safety security issues and is <br /> soliciting HSAC's support for his proposal. <br /> Mr. Hachmeister suggests that many of the electronic components used in <br /> avionics and aerospace aze subject to designs which will over stress when <br /> energized by a 55 volt pulse. He further submitted that electrical static discharge <br /> "ESD" can and usually does produce an electrical spike greater than 55 volts. Mr. <br /> Hachmeister proposes that the micro electronic industry which produces these <br /> components for avionics and aerospace be relocated from areas where the natural <br /> state ESD is present to areas where the natural state ESD is neaz zero. Mr. <br /> Hachmeister advises that Hawaii is one such location where the natural state ESD <br /> is near zero making it a prime site for such industry relocation. <br /> The Executive Committee expressed some interest in this matter, however agreed <br /> that more information was needed.
