Federal Empowerment Zones <br /> Councilman Tehada informed the Executive Committee that the U. S. Senate has <br /> just amended the eligibility criteria for Federal Empowerment Zones and Enterprise <br /> Communities so as to recognize the economically depressed areas and unique <br /> characteristics of Hawaii and Alaska. Since the establishment of this program, <br /> Hawaii and Alaska have not been able to access funds available to address serious <br /> condition of homelessness, substandard housing and lack of economic opportunity. <br /> Conference deliberations between the House and Senate on this matter will begin <br /> shortly.
