WHEREAS, an example of the broad-based community representatives to be sought <br /> are homeless assistance service providers, faith-based community service providers, the <br /> University of Hawaii, and other area stakeholders who, along with representatives of the <br /> Department of Planning, Department of Finance, Mayor's Office, County Council, and <br /> Office of Housing, will develop the reuse/redevelopment plan and shall be designated as the <br /> Kunieda ARC Local Redevelopment Authority; and <br /> WHEREAS, the Kunieda ARC Local Redevelopment Authority, once recognized and <br /> designated as the local redevelopment authority for the SFC Minoru Kunieda U.S. Army <br /> Reserve Center, will prepare a reuse plan as required under base closure law and regulation <br /> to serve as the primary planning document that will establish the vision for base <br /> redevelopment, articulating community goals that will guide the planning process and <br /> identify economically and environmentally feasible land uses for the base redevelopment <br /> program, including balancing the needs of the homeless with other community development <br /> objectives; and <br /> WHEREAS, upon recognition by the Department of Defense, through the Office of <br /> Economic Adjustment (OEA), the Kunieda ARC Local Redevelopment Authority will be <br /> eligible to receive economic adjustment assistance funds for operation and reuse planning <br /> from the OEA. <br /> NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY <br /> OF HAWAI`[, that the Council authorizes the Mayor of the County of Hawaii to form a <br /> local redevelopment authority for the base realignment and closure of the SFC Minoru <br /> Kunieda U.S. Army Reserve Center to be designated the Kunieda ARC Local <br /> <br /> Redevelopment Authority. <br /> BE IT FURTHER RESOLVED THAT THE COUNCIL OF THE COUNTY OF <br /> <br /> HAWAI`1 hereby requests the Department of Defense, through the Office of Economic <br /> <br /> Adjustment, to recognize and designate the Kunieda ARC Local Redevelopment Authority as <br /> <br /> the local redevelopment authority for the SFC Minoru Kunieda U.S. Army Reserve Center, <br /> and to confer upon the Kunieda ARC Local Redevelopment Authority all powers and <br /> authorities of a local redevelopment authority applicable under base closure law and <br /> regulation. <br /> <br />
