The County of Hawaii is the main governing body on the Island of Hawaii and as such, is the governing authority over planning and zoning issues on property that the SFC Minoru Kunieda Army Reserve Center is located. 2. The completion of the reuse and redevelopment of the SFC Minoru Kunieda Army Reserve Center may extend beyond the administration of the present government officials and therefore a resolution of the County Council is being sought. 3. While County Council's approval by resolution for the formation and recognition of the Kunieda ARC Local Redevelopment Authority is imminent, this resolution cannot be scheduled and heard before the April 15 deadline. 4. The Kunieda ARC Local Redevelopment Authority will be comprised of a broad spectrum of community and government. Representatives of the Department of Planning, Department of Finance, County Council, Office of Housing, Homeless Assistance, faith based community service providers and the University of Hawaii will be among the people asked to become stakeholders in this project.
