The <br /> property is classified as Zone X, areas determined to be outside the 500-year flood plain. <br /> The property is also located outside of the tsunami inundation area. The property has <br /> been in residential use with the existing dwelling since the 1914, and the Waiakea <br /> Houselots has been in urban development since the 1960's. <br /> <br /> The subject development is not contrary to Chapter 205A, Hawaii Revised <br /> Statutes, relating to Coast Zone Management Area. The property is located more than <br /> one-half mile from the nearest coastline. The proposed development will not adversely <br /> impact recreational resources, including access to and along the shoreline or to mountain <br /> areas, scenic and open space vistas, visual resources to the shoreline, coastal ecosystems <br /> and marine ecosystems. <br /> <br /> Finally, because the property and surrounding areas have been extensively altered <br /> with urban development, it is not anticipated that endangered or threatened candidate <br /> species of flora or fauna are located within the property, nor has the property been <br /> identified as a significant botanical or biological habitat. In addition, it is also not <br /> anticipated that the proposed development will have any adverse impact on <br /> archaeological, cultural or historical resources. Thus, it is also not anticipated that the <br /> proposed request will have any adverse impact on archaeological, cultural or historical <br /> resources in the area. <br /> <br /> Based on the above findings, approval of this change of zone request from Single Family <br /> Residential (RS-10) to Neighborhood Commercial (CN-20) zoned district would result in an <br /> appropriate land use pattern that will further the necessity, convenience and welfare of the <br /> general public. <br /> <br /> For your favorable consideration, an amendment to Section 25-8-33 (City of Hilo Zone Map) of <br /> the County Zoning Code is transmitted. <br />
