The <br /> applicant states that one of the main objectives for the rezoning and the future <br /> <br /> landscaping is "to enhance the visual quality of the visitor experience, as well as the <br /> visual character of the surrounding area." <br /> <br /> 3. Landowner: Allan and Irma Ikawa Revocable Trust <br /> <br /> STATE AND COUNTY PLANS <br /> 4. State Land Use Designation: Urban. <br /> <br /> 5. General Plan LUPAG Map: Medium Density Urban. General Commercial (CG) uses <br /> are not permitted in the Medium Density Urban designation. Thus, a General Plan <br /> <br /> Amendment from Medium Density Urban to High Density Urban would be required to <br /> allow the proposed uses on the properties. The existing facility is designated Medium <br /> <br /> Density Urban. The Planning Director is considering an amendment to the General Plan <br /> land use designation for the affected properties, among others (Exhibit B - Waiakea <br /> <br /> Houselots proposed General Plan amendment map dated October 20, 2005). Until <br /> such time that the General Plan amendment is approved by the County Council, the <br /> <br /> requested zone change would be inconsistent with the current General Plan LUPAG <br /> designation of Medium Density Urban. <br /> <br /> 6. County Zoning: RS-10. <br /> 7. Hilo Community Development Plan: The Hilo Community Development Plan adopted <br /> <br /> by Resolution No. 1 on May 21, 1975 designates this area as RS-10. <br /> 8. Coastal Zone Management, HRS, Chapter 205A: The entire State of Hawaii lies <br /> <br /> within the Coastal Zone Management area. <br /> 9. Special Management Area: The SMA is a part of the Coastal Zone Management <br /> <br /> Program regulated by the County. The project site is not proximate to the shoreline and <br /> not located in the SMA. <br /> <br /> <br /> <br /> -2- <br />
