<br /> <br /> <br /> <br /> <br /> <br /> Project Description for Na'alehu and Pahala <br /> <br /> Background: <br /> <br /> The County of Hawaii was approached by the ILWU and C. Brewer several years ago for <br /> assistance in bringing the gang cesspool wastewater systems in Naalehu and Pahala into <br /> compliance with EPA mandate banning the use of gang cesspools. The existing sewer systems <br /> are owned by C. Brewer, which is in dissolution. The proposed sewer system would consist of <br /> new sewers with manholes in the streets and a community septic system, all to be owned and <br /> operated by the County of Hawaii. No design or construction costs will be charged to the <br /> homeowners including costs for connecting each house to the sewer line in the street. Full cost <br /> of the system will be covered by federal grants, a state revolving fund loan, and C. Brewer funds <br /> ($350,000 originally set aside plus the proceeds from the sale of the Naalehu Park to the County <br /> at its' appraised value.) <br /> <br /> Scope of Work: <br /> <br /> 1. County will design and construct the new sewers with manholes in the public right-of- <br /> way in Naalehu and Pahala. In addition, County will construct a community septic <br /> system for each community to replace C. Brewer's existing large capacity cesspools. <br /> This will be funded with public funds. <br /> 2. C. Brewer will design and construct the private sewer connections for each resident's <br /> property (total of 266 lots) that is "currently serviced" by C. Brewer sewer system. <br /> Naalehu has 160 lots and Pahala has 106 lots. This will be funded with C. Brewer funds <br /> and C. Brewer shall hire a project manager to oversee the construction work and manage <br /> the funds. <br /> <br /> Estimated Construction Costs: <br /> 1. Public Side: Total cost = $10M <br /> Naalehu: $4.5 Million <br /> Pahala: $5.5 Million <br /> <br /> Source Funding: Federal Grant Monies ($1.8M) & State Revolving Fund Loan <br /> ($8.2M) <br /> <br /> 2. Private Side: Total Cost = $1.1 M <br /> Naalehu: $750,000 <br /> Pahala: $332,000 <br /> <br /> Source Funding: Brewer Funds of $350,000 <br /> $1.2 Million proceeds from sale of Naalehu Park. <br /> (Balance after construction to be donated to County) <br /> <br /> <br /> <br /> comm.
